Fort Hood and its neighboring cities, Killeen, Gatesville, Harker Heights, and Copperas Cove decided that Central Texas needed to move forward in the direction of sustainability. A Memorandum of Understanding (MOU) in April 2009 establishing a 5-year partnership to develop and implement sustainability in Central Texas through voluntary programs. The Cen-Tex Partnership's goal is to achieve measureable benefits by agreeing upon comment environmental goals and implementing Partnership-guided projects to contribute to the vitality of the Central Texas economy and quality of life for the region's citizens.

At the January 2010 conference, each Partnership member led the development of areas of focus:

  • Materials & Resrouces
  • Quality of life
  • Sustainable Design
  • Transportation

A Memorandum of Agreement was signed in April 2014, renewed in October 2018, and extended in April 2021 for 3 additional years until July 2024.
